Australian projects usually specify AS/NZS 4386 for units, E0 or E1 board, HMR board in wet areas and ISPM 15 for timber packaging. The standard is only half of it. The documents that prove the board grade, the HMR evidence and the inspection scope are the other half, and they are what a certifier or a project manager will ask for.
AS/NZS 4386 is the unit standard most projects reference.
E0 or E1 board is common; confirm the project requirement.
HMR board with sealed edges in wet areas.
ISPM 15 applies to timber packaging, not processed board.
Six documents cover most compliance requests.
1. What applies to a cabinet
A cabinet is a product, a board assembly and a package. Compliance applies to all three: the unit standard for the product, the board grade for the material, and the biosecurity rule for the packaging. A supplier who can only speak to one of the three has not understood the requirement.
2. Unit standard and board
| Produit | Exigence commune | Preuve |
|---|---|---|
| Unit standard | AS / NZS 4386 | Déclaration de conformité |
| Conseil qualité | E0 ou E1 | Test report naming the grade |
| Zones humides | Conseil HMR | Board invoice or certificate |
| Emballage | NIMP 15 | Mark on timber or declaration |
The evidence column is where projects fail. A declaration without a test report is a claim, not proof.
3. Zones humides
Bathrooms, laundries and kitchen sink runs are wet areas. HMR board with sealed edges is the minimum; compact laminate or solid surface is better in a wet room. The Guide HMR covers the grades and where each applies.
4. Biosecurity and packaging
Timber packaging and dunnage must meet ISPM 15. Processed board does not need the mark, but a timber crate or pallet does. A container held at the border for a packaging issue costs more than the packaging upgrade, so confirm it before loading.
5. The six documents
Board test report naming the grade
HMR evidence for wet areas
Hardware schedule with model numbers
Shop drawing sample for one typical unit
ISPM 15 mark or packaging declaration
Pre-shipment inspection scope
These six cover most requests from a certifier, a project manager or a lender. The guide des documents de conformité expands each one.
6. Certification and declarations
A declaration of conformity is a statement by the supplier that the product meets the standard. It is only as good as the evidence behind it. Ask for the test report that supports the declaration, and check that the report names the board grade, not just the factory.
7. A project checklist
| Vérifiez | Statut |
|---|---|
| Unit standard declared | Oui Non |
| Board test report received | Oui Non |
| HMR evidence for wet areas | Oui Non |
| ISPM 15 or declaration | Oui Non |
| Hardware schedule attached | Oui Non |
| Inspection scope agreed | Oui Non |
If any row is No, the compliance pack is incomplete. Do not release the deposit against an incomplete pack.
8. Common gaps
The common gaps are a certificate that names the factory but not the board, an HMR claim without a board invoice, and a packaging declaration that covers cartons but not pallets. Each is easy to close before deposit and hard to close after arrival.
What standard applies to cabinets in Australia?
AS/NZS 4386 is the unit standard most projects reference. Board is usually specified as E0 or E1, and HMR board is used in wet areas.
Is E0 a legal requirement?
E0 is an industry grade rather than a single legal limit in every state. Many projects specify it for low emission. Confirm the requirement with the project specification.
What board should wet areas use?
HMR (high moisture resistant) board with sealed edges. Standard board swells once water reaches the core, which is why wet areas are specified separately.
What is ISPM 15 for?
It is the international standard for timber packaging and dunnage, aimed at pest control. If the crate or pallet uses timber, it needs the ISPM 15 mark.
Quels documents dois-je demander ?
Board test report naming the grade, HMR evidence, hardware schedule, shop drawing sample and the inspection agreement. Six documents cover most projects.
Does compliance change by state?
Building and biosecurity requirements can vary by state and by project type. Confirm the current requirement for the specific project rather than assuming a national rule.
